A slight elaboration on the description above:

The settings will always display as "Never", and on a new login, the
display will sleep after 10 minutes. This is changed when I click "Make
Default" on Power Management Preferences as a user. When I log out and
back in, or reboot, the display sleeps after 10 minutes until Make
Default is clicked, after which is works correctly until relogin, or
reboot.
