Too easy for people to not use merge-upstream

Bug description:
There are a few packages where the importer has discovered the the
uploader/committer didn't use
merge-upstream to pull in the new upstream version.

  http://package-import.ubuntu.com/status/xscreensaver.html
  http://package-import.ubuntu.com/status/zope.pagetemplate.html

We currently class this as invalid and the importer falls over in a
  heap.

We either need to 1) accept this, 2) fix it up for them, 3) not make
it easy to do that in the first place.

I think that we want this to be the expected process, as it will be needed
for build-from-branch,
so I think that 3 is the best option.

  Thanks,

  James

  Intrepid,

  Subject says it. To reproduce:
  1. Configure VPN connection
  2. Try to Export it to a file

As a result I got cryptic error message dialog:
  ===
  Cannot export VPN connection

The VPN connection 'vpn_test' could not be exported to vpn_test
  (pptp).conf.

  Error: unknown error.

  Expected behavior:
  Configuration saved to a file.

  =
  WORKAROUND
The configuration is saved in a file in
/etc/NetworkManager/system-connections/
that has the same name as the connection.
This file can be examined with a text editor and/or copied around to other
machines.
