This happens on Ubuntu 14.04 too with keyboard configured to English US. Also some key combinations can be set in control center, but do not work properly. I can set Alt+Multikey (Alt + menu), but HUD is not activated with this combination. I suffer from same bug. I use two layouts configured via XKB. I reverted to XKB due to bug in iBus/layout-indicator/smthng-else making layout switching unusable #1218322.
