This was definitely fixed in revision 70.  The specific fix was actually
building it based on core18/bionic with a newer version of GTK.  This is
a new bug that I'll look into.

We can still reproduce this with revision 83. Is this a regression? Did
we verify that revision 70 worked for sure?

This is an issue with the gtk version we've been building the snap with.  This 
is the error:
(gnome-system-monitor:15199): Gtk-WARNING **: 08:47:07.089: Allocating size to 
gnome-system-monitor 0x11542c0 without calling 
gtk_widget_get_preferred_width/height(). How does the code know the size to 
allocate?

This is fixed with more recent builds based on core18, which will be
published to stable soon.

Yeah, installed from the deb it doesn't have this behavior.  The UI
wants to show whatever state it was in when it started, so I think the
dconf setting is getting set.  For example, if I tick "All processes"
when just the user processes are listed, I briefly see all processes
then it reverts back.  The "All processes" radio item is still ticked
though.  If I restart gnome-system-monitor it will display all processes
properly.  If I think tick "My processes" I briefly only see my
processes then it reverts back to all until restarting the app again.

That's weird indeed. It's hard to believe that it's an UI issue, as I
haven't seen that and don't see that on Fedora. Could it be related to
dconf setting not being stored and the filters being reloaded a second
later from dconf? I did see some other reports of settings not being
saved, which would support this conspiracy theory. Unfortunately I don't
have an Ubuntu devel machine, will try to set up a VM and investigate
there, unless anyone has a better idea and can give me some pointers on
how to reproduce.

It's weird, it looks like the other users processes are displayed for a
second after toggling the option. They are also listed after restarting
gnome-system-monitor, so looks rather a bug in the UI side than a
permission issue from the snap confinement

This appears to be specific to packaging as a "snap" without appropriate 
privileges
Removing the default snap install and installing gnome-system-monitor via apt 
shows all processes, including root, as per expected operation

Any special information about the deployment, or does this happen with a
stock Ubuntu 18.04 install? On Fedora with latest System Monitor I do
see all processes, not only the ones for the current user.
