This was caused because I had gnome-control-center stop recommending libcanberra-pulse. I am reverting that change now. On the same PC I have also another install of Ubuntu 22.10 installed by a different (older) ISO and with different applications installed. On this second system i do NOT have the problem. I executed 'apt list --installed' on both systems with output on pko.txt for the failing system and pok.txt for the good system. After reboot on Settings>Sound I set all volumes to zero, Output Device is HDMI / DisplayPort2 - Built-in Audio but clicking on any 'Alert Sound' volume is NOT muted and seems at max.
