Move chef from brooklyn-software-base to own module

This contains no code changes. It just moves files to the new locations, 
and moves snippets of some files (e.g. catalog.bom, blueprint.xml and 
`org.apache.brooklyn.core.resolve.entity.EntitySpecResolver`.

You can merge this pull request into a Git repository by running:

$ git pull https://github.com/aledsage/brooklyn-library move-chef-to-library

Alternatively you can review and apply these changes as the patch at:

https://github.com/apache/brooklyn-library/pull/129.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
