So I would say Debian or CentOS?

A Debian minimal install is very small and easy. But do we want to maintain a 
template as well? Isn't it easier to link somewhere?

We at PCextreme build our templates using Packer btw, the source code is 
available here: https://github.com/PCextreme/packer-templates

Nux has a good selection of the popular OSs available over at 
http://dl.openvm.eu/cloudstack/

Afaik all are fairly minimal, working with cloud init, ssh key injection, 
password reset etc.
