Dear Ted and Ross,

Thanks so much for your kind inputs and guidance.

The idea behind having this hierarchy was to manage the smooth functioning
of the ALC chapters and to address the following responsibilities.

-- New ALC Chapter formation
As mentioned, if ALC chapter doesn't exist in any town, the interested
volunteer can contact ALC management committee.

-- Reporting by ALC chapters
To track the status, progress, and impact created by ALC chapter, the plan
was, the ALC chapter will submit the status report to the ALC management
committee in every three months.

-- Guidance to ALC chapters
The ALC chapters may have various queries and need guidance on topics like,
like types of events that can be organized, how to organize any event, the
format of the report to be submitted, etc.
The idea was the ALC management committee will guide on this to ALC
chapters.

With your comments and suggestions, it makes sense to me that "we should be
able to manage these things within ComDev and/or VP Conferences."
So, I am now inclined towards, proceeding with the existing Apache
structure and no longer need proposed 'Organizational Hierarchy'.
We (ComDev) team can manage all the stuff mentioned above.

ASF is a flat organization - by design. This proposal adds a level of hierarchy 
without justifying the need for it.

If people are unable to conduct the business of this proposed structure within 
ComDev and/or VP Conferences then fix that, don't work around it.
