Everyone - please keep testing and submitting your experience. It'd be 
nice if someone could double check the GPG signing and checksums as 
well. If we need to stop the release, we will.


Our typical policy is to release on Tuesdays for widest publicity. As 
Monday is a public holiday in Canada, I suggest we push things out one 
day. That'd put us on the following schedule, since we must wait 24 
hours for the Apache mirrors to catch up:


Tue Feb 18 - Push apache-couchdb-3.0.0.tar.gz* to dist.apache.org
   - Push Mac/Win binaries wherever they are going
   - Push binary packages to bintray.org
   - Test and merge 3.0.0 Docker PR
   - Push new Docker image to apache/couchdb

Mac/Win Binary Downloads

Hey all,

I’m planning a change to the Mac downloads for CouchDB with the 3.0 release.

Since Apple will require their variant of code signing called Notarization
for all software that is supposed to run on the next version of macOS, and
since I assume we want to continue to run on those systems, we need to go
about this.

I’m happy to offer my company (Neighbourhoodie) to be the arbiter for signing
the Mac binaries, since that is infrastructure that we already have in place
and we don’t have to try and figure out how to do this within the ASF.

To make sure folks aren’t weirded out by getting binaries signed by an org
that is not the ASF, I propose to move the actual binary downloads to our
company website and link to that from c.a.o for folks who want to download.
That page can then explain the circumstances and we can make sure nobody is
spooked by the experience.

Joan tells me that similar shenanigans are on the horizon for Windows, so
I suggest we’ll just do this in one go now. That, plus NH is effectively
funding the development and maintenance of the binary downloads, so we may
as well embrace them properly.

The binaries will be hosted on a highly available object store on the public
internet and we’ll cover all uptime and bandwidth usage considerations. And
the repos that lead to the creation of the binaries will remain open source
for anyone to validate our work independently.

I don’t think this warrants a vote, but I’m happy to hear about any thoughts
you might have on this.

also verified make check passes on CentOS 8 with SM60 using the standard
mozjs60/mozjs60-devel packages. Tested amd64 and ppc64le.

I also ran some basic clouseau tests which ran fine.

to try on Centos 8 next...

One thing I noticed is that the Unix install instructions look outdated
with respect to Erlang / Node / Python dependencies though I'm not 100%
sure what the supported options are now.

The test was performed against Debian 10 Buster docker image on Ubuntu
ppc64le box.

Eunit test can pass but just saw that t_stats_retained_on_job_removal might
randomly fail due to timeout. Other test including `make javascript` and
`make elixir` passed fine.

LOTS of improvements:

   * Prompts for an admin user/password as CouchDB 3.0 requires
 * Will not overwrite existing credentials if in place
   * No longer remove user-modified config files, closing
 apache/couchdb#1989
 * Also will not overwrite them on install, naturally :)
   * Checkbox to disable installation of the Windows service
   * Silent install support for all the above
   * Friendly link to the online release notes in the exit dialog
   * Higher resolution icon for HiDPI (500x500)
