Recommend you ask for guidance on how the projects can use other analytic
tools like Baidu analytics as well as Google analytics.

I'm not sure any approval process happened for this for Google
Analytics, I think it just organically occurred.  We have a VP, Data
Privacy.  Jim, did that position get filled at the last board meeting? 
If so, can you weigh in on echarts use of Baidu Analytics?

Just because google analytics are allowed it does not mean that every project 
uses GA.

Baidu analytics have not been approved, and I want to know why ECharts needs 
analytics. And how these analytics are being used.

be accessed by PMC members?
