RAT license check as part of PRs

Hello,

so far, we've been running RAT license checks as part of our nightly
pipeline. To avoid back and forth before a release, we'd like to make it
part of the sanity stage of our PR validation.

In future, you will receive a notification if you added a file which
requires an Apache license. The PR for this change is available at
https://github.com/apache/incubator-mxnet/pull/11492.

I can devote some time this weekend and start writing some draft proposal.
Then we can add it to Confluence and other people will be able to elaborate
it.

But I believe some workflow description is already present in Apache
materials
