If they haven't made any contributions to the code at all why are they being 
added to the PMC? Did they contribute in other ways?

I don't know if it matters, but looking at
https://github.com/apache/incubator-unomi/commits?author=rmora , not a
single line of code contributed by this author is still in the source - all
the files have been removed and the project does not contain html anymore.

As these people didn’t have ICLAs they also didn’t have commit access and no 
code was therefore contributed by them. As for their commits prior to that they 
should be covered by the Corporate CLA, as I understand it.

I have checked the LDAP groups, and only jbonofre and bdelacretaz are
listed (as members of both the PPMC and committers groups), so I think
Whimsy is correct.

Hello Justin,

Concerning the two ICLAs being submitted they are actually from Kevan
& Mohamed (Cédric's was already on file but the account was not
created at the time I'm not sure why). We initiated the process of
making sure the roster was up to date on Whimsy and caught a few
inconsistencies we are now fixing. I asked Kevan & Cédric if they
wanted to stay on as committers and as they said yes so I told them to
submit updated ICLAs with the project's name and ids because somehow
it didn't go through properly the first time. As for Mohamed his vote
to become a committer had been completed a while ago (April 2018) and
his account had not been created so we again made sure that everything
was properly done and cleanup before graduation.

Over the weekend I also made sure that the project is compliant with
the Whimsy website checks (https://whimsy.apache.org/pods/, note that
even some TLPs are not fully compliant) and are trying our best to
make sure everything is checked and double checked for graduation.

incubation.

The proposed PMC members come from the current identified PPMC. In
Unomi, committers are also PPMC members.

The main issue is that the initial committers forgot to sign the ICLA.

I agree with you that we should cleanup the PMC set to actually consider
only active PPMC.

According to github
(https://github.com/apache/incubator-unomi/graphs/contributors), it's
not so far from the proposed PMC members proposed.

Especially Sergiy, Kevan, Cédric, Régis, Quentin and David have
contributed on the project.

We sent a global e-mail to ask people to speak up if they want to
continue as PMC members or not.

Only a couple of guys sent feedback.

I would go with a new cleanup. Right now, for sure, Serge, Thomas,
François and myself clearly said we want to be PMC.

@for all others, please, provide update if you want to be PMC member.

I will discuss with Serge tomorrow to update the resolution proposal.
