+1, with a caveat...

Users will want to see specifics of what's new with the system.
Where's the change list?  Will Maven generate this automatically?  I
suggest we have two items

* a copy of the release notes from the Wiki, moved into the main
distro as "RELEASE-NOTES.txt".  This summarizes key changes and more
importantly, dependency changes.

* a maven generated list from changes.xml

I'm +1 if we have those two things.

As an aside, It's incredible all the work you've done, especially in
the past few months.

Yes, I studied this transparent encoding a bit when doing 
UnicodeFileResourceLoader. My webpage has UnicodeReader.java IO class using 
Reader interface. But as you describe its no-can-do in a current state due to  
InputStream interface.

If Velocity2 is to use Reader interface then we can throw away "input.encoding" 
parameter, or leave it a legacy default encoding.

Not quite sure what you mean by a debugger.  Do you mean a mechanism
to see problems in a Velocity page?

For parse errors, Velocity 1.5 throws an Exception providing the line
number, column number, and template name of the error.  The Click
framework uses this info to do a nice job of highlighting the specific
error.

In addition, there's a new event handler in Velocity 1.5 that will
catch and return all invalid references, perhaps this is of help.
