I found the repository details panel. It just has one watcher, Jordan,
so I'd guess he did set it up.

Searching my own email archives, the only message in which I
intentionally referenced "bitbucket.org/tianocore" -- i.e., not in a
patch context or other quote -- is from August 2013.
