We tracked this down to the most recent Fedora 29 httpd update.

Things should be fixed now, can everyone who had problems uploading
please try now and if you still have an issue, open a ticket or reopen
the upload ticket ( https://pagure.io/fedora-infrastructure/issue/7704 )

I've got "Enterprise Login (Kerberos)" set up in Online Accounts.
That should always fetch a valid kerberos ticket, no?  In any case,
tonight the upload succeeded without me needing to run kinit.  Indeed,
klist shows that I have a valid ticket.  I have no idea why I wouldn't
have had a valid ticket the other day.

You can download the script (using Patrick's fedorapeople
URL is probably simplest):

$ curl -O https://puiterwijk.fedorapeople.org/fedpkg_new-sources.sh

Then make it executable and run it:

$ chmod +x fedpkg_new-sources.sh
$ ./fedpkg_new-sources.sh
Usage: ./fedpkg_new-sources.sh rpms/project filename

As the usage says, there are two arguments.  One is the
package name (with rpms/ prefixed in most cases).  The
second is the file you want to upload, just as you would
pass to the 'fedpkg new-sources' command.

In your case, the error occurred when trying to upload
smoldyn-2.58.tgz, so based on the path in your error
message, you'd want to run the following:

$ ./fedpkg_new-sources.sh rpms/smoldyn 
/home/sagitter/rpmbuild/SRPMS/fedora-scm/smoldyn/smoldyn-2.58.tgz

(upload causing 408 error).

could be of help.

if the above script works, that points to a fedpkg/rpkg problem.

ticket we will likely notice sooner and get the right people looking at
it than if you post to the list.

I've been operating under the assumption that you weren't available.
I've got GAP 4.10.1 and sagemath 8.7 updates nearly ready to go.  Is
that going to step on your toes at all?  If so, we should come up with
an update strategy.
