This is a known race condition that may happen during release freeze and I've submitted a PR to fix this in Bodhi. For this particular update, I've simply unpushed it again. No, this is only a workaround for a bug in koji and / or bodhi. They should handle moving builds for updates to the correct tags internally. But sometimes this breaks, and you need to move things along manually to un-break them, as in this case (which is what the "koji tag-build" command does).
