Sorry, I now see that update has been obsoleted by
swift-lang-5.6.1-2.fc36 which is already pushed to stable.

This is a known race condition that may happen during release freeze and
I've submitted a PR to fix this in Bodhi. For this particular update,
I've simply unpushed it again.

This won't solve the problem here, because the update is in testing
going stable, not pending going testing.

To solve this kind of problems the update needs to be unpushed and then
re-pushed to testing. I did it for you. Now it should go to stable in a
couple of days.

No, this is only a workaround for a bug in koji and / or bodhi. They
should handle moving builds for updates to the correct tags
internally. But sometimes this breaks, and you need to move things
along manually to un-break them, as in this case (which is what the
"koji tag-build" command does).

koji tag-build f36-updates-candidate swift-lang-5.6-1.fc36

This has been reported in the past and there was a bug report that is
marked as fixed:
