Add "duplicate" flag (or similar), so messages can be repeated for users who see the ID later without showing up twice. Avoid any kind of heartbeat message. High-security mode by default: aggregate messages and send them together with random delay each at a fixed hour of day (randomly chosen when the ID is created).
