I've never actually done it, so let me try now.

Ha Ha. When I tried to do my experiment, I got the following:
 Sorry! The administrator has specified that users can only post one
 message every 30 seconds.
I guess it's some kind of anti-spam thing.

Reminds me of the fun we used to have in my university's test newsgroup.
Someone would post Testing, please ignore and before you knew it a
massive thead had sprung up.

I think you can only delete an article if it hasn't been read.  Or
maybe if it hasn't been replied to.  Failing that, you may only be able
to delete it if it's within a certain amount of time since you posted
it.  Of course, it won't go from the mail lists in any case.
