Most open source I've run across is more at the component level and
doesn't include complete 'high level' structures for performing
specified tasks. That being said, I do know that flexlib has a few
components that you might find useful like the scheduling framework
(flexlib.scheduling):

We are mainly looking for the few pieces of MS Project that users utilize the 
most.  Task/Milestone management including linkages, Gantt charting, Resource 
allocation and leveling.  We did look at AgileAgenda but as you said it's not 
open source.  Thanks for you input.  I'll probably end up building from scratch.

PM tools are a somewhat broad category - are you seeking just something to 
display Gantt charts, or do you need resource allocation/leveling, ability to 
load costs, and other full-fledged features found in MS-Project? If you broaden 
your search to also include PSA (for professional services automation) you 
should come across something on SourceForge.

The only Flex/AIR based PM app I've come across is Agile Agenda 
(www.agileagenda)  which won the AIR Derby last year at MAX.  It is not 
open-source.
