Gary,

Refer the postal employees to Section 372 of the International Mail
Manual, of which every post office should have a copy.  

A postmark stamp should be placed in box on the IRC which says
"Empreinte de contrôle du pays d'origine (facultative)".  However,
"facultative" means "optional" so a stamp is not required, although
apparently some countries may not accept it without a stamp so it is
preferable to have the IRC stamped.

Based on IRC's I have received (several hundred), the post offices use a
standard cancellation stamp showing their post office and date.  For both
old and new IRC's, they are stamped on the left side of the coupon.  The new
coupon does not have a place to stamp the price of the IRC.  The old coupon
had a center box for the price which was stamped in local currency (yen,
dollars, etc.), but only about half of the IRC's were actually stamped with
the price.  I hope this helps.

I have heard it said that an IRC 'must be stamped.'  Can someone give me a little more details please?  Is this the 'date/time' stamp the post office uses?  My local post office finally got a few IRCs and don't know how to stamp them.  I suggested they look it up in their manuals but I don't know...
 
What is the proper way to 'stamp' an IRC?  
 
Also, if one is sent (I just did) to Russia, for example, and it is not stamped will it be useless?  Or does that depend on the country it is heading for?
