[EM] Block group map of Texas

I generated some pdf maps of Texas.

They are pretty big as they include all the lines that are included in
the census data.  They would stress even the best of computers.

However, it shows the kind of shapes that are included in the census system.

County - 1MB (7MB expanded)

There are island blocks which are completely surrounded by other blocks.

It is probably worth scanning for them and designating them part of
the block that they are enclosed by.  Unless they have a population
greater than a district, it is not possible for them to be placed in a
different district to their parent block.
