Re: Exemption from Flicker Testing

2003-03-11 Thread Dan Kwok

I had a laser printer that flashed all the lights (at about 1 Hz) in my home
office whenever it was switched on. It drove me nuts. When I contacted the
vendor about this issue, I was informed they were not expecting the $400
printer to be used in a home office environment. Imagine that.

Clause 6.1 of EN 61000-3-3 + A1 says Tests shall not be made on equipment
which is unlikely to produce significant voltage fluctuations or flicker.
It
may be necessary to determine, by examination of the circuit diagram and
specifications of the equipment and by a short functional test, whether
significant voltage fluctuations are likely to be produced.

Am I standing on firm ground assuming that equipment consuming less than
75W
 can be exempted from test?

Hello All:

The conducted immunity limits for voice equipment in Tables A.1, A.2, A.3,
and A.4 of EN 55024:1998 are very difficult to meet. I have a copy of the
IEC Amendment 1 to CISPR 24, dated July 2001, that significantly relaxes
these limits.

Was this amendment ever adopted by the EU to become part of EN 55024? If
not, is there any likelihood that it will be adopted soon?

 these type of products

No. If you have a highly-efficient 75 W DOL SMPS, the inrush current may
well be enough to cause a big voltage change. That in itself is enough
to warrant an examination of the schematic etc.

The Russian President has recently signed into law the
Federal Law On Technical Regulations which outlines new
safety standards for Russian and foreign goods produced or
sold in Russia. The law, which comes into effect on 1 July
2003, will replace several Federal Laws currently in force,
such as the law On Certification of Products and Services,
On Standardisation, and other subsidiary acts.

The new law is intended to raise safety levels (specifically
regarding heavy machinery, fire safety, biological or radiation
poisoning, and environmental damage, among other hazards) by
shifting the responsibility for maintaining safety standards
from the government to the private sector. Currently, the
government issues certificates, but under the new law Russian
manufacturers and suppliers, and representatives of foreign
producers, must obtain certificates from a specially created
agency and ensure that their goods are properly labelled.
Failure to meet these requirements will attract stiff
penalties.

Until the enactment of new safety standards, certification
of goods will be carried out on the basis of the existing
standards and regulations. Certificates issued before the
enactment of the law will be valid until they expire.

Regulations, please click/copy and paste the following link:

connection. As a matter of fact did not find any computer meeting the
requirements for industrial environment of the 61000-4-4 (burst). They all
failed at levels of a couple of hundred volts. Using capacitor coupled BNCs
helps a bit.

We simply bonded the shield to ground. I have to notice, that all computers
attached to the network were in the same floor of the same building.

  Ken,

It is a potential shock hazard if the coax run is long and runs from
building to building (for instance) where the ground potentials may be
different in the different buildings. One can develop a large potential
on
the shield of the cable, so that if you put yourself between the cable
shield and ground you may get a strong shock. That is the reason for
isolating the shield from more than one direct connection to ground. It
is
a real issue. The result for EMI is, as you have noted, the creation of
an
egregious EMI offender. I have used the chassis mounted BNC connectors
with
  built-in capacitors successfully.

  hardware

  but
the coax connector is an isolated feedthrough bnc. From a radiated

I didn't get this message, so apologies to PT for hi-jacking his
response.

 Hi,

It's unclear (to me anyway!) if
 development/evaluation test board products
 should be tested for
compliance with the EU EMC directive. I often see
 boards supplied without
 the CE mark,
e.g. Xilinx, TI, Altera development boards. Are
 these type of products
 exempt from the
 European directive ?

Well, are they shipped as functioning units? If you just get a pile of
parts, and the supplier has no *detailed* idea how you are going to
build them up, nor what software and peripherals you will add, the
supplier CAN'T carry out any meaningful EMC tests, let alone safety, so
the only **sensible** solution is to regard them as outside the scopes
of the Directives.

However, having 'sensible' and 'Directives' in the same sentence is
something of an oxymoron, so if anyone who has a definitive answer would
post, it would be very helpful.

Amendment 1 to CISP24:1997 adopted in EU?

2003-03-11 Thread j...@aol.com

Exemption from Flicker Testing

2003-03-11 Thread richwo...@tycoint.com

Clause 6.1 of EN 61000-3-3 + A1 says Tests shall not be made on equipment
which is unlikely to produce significant voltage fluctuations or flicker. It
may be necessary to determine, by examination of the circuit diagram and
specifications of the equipment and by a short functional test, whether
significant voltage fluctuations are likely to be produced.

Am I standing on firm ground assuming that equipment consuming less than 75W
can be exempted from test?

RE: CE mark on development/evaluation boards ?

2003-03-11 Thread Gibling, Vic

Hello Anthony,

I have experience of such a product (7 years ago). Compliance to the EMC
Directive was achieved through the Technical Construction File route with
guidance from a Competent Body.

Emission testing was performed with scope probes and logic analyser looms
attached as well as any interfacing cables, but no immunity testing as far
as I can remember.

The general approach was to assess the measured emissions, and there were
some howlers too, taking account of the where and how the product was used.

Nothing was done to suppress the high emissions( 60dB at 10 metres). The
risk was considered acceptable based on the discrete frequency, likelihood
of interference and that the emission would not be on continually (!!).

It was also necessary to inform the customer that the product:
should only be operated in an industrial test and development area;
that it could be susceptible to ESD, mobile phones etc;
if it was to cause interference then, use ferrites, move/reorientate it or
the victim;
etc etc.

Hope this helps
