If products required to have 100% production-line tests (such as Hi-pot and
Ground Continuity tests), then I required that tests should be made in the
field after repairs.  I think it at least benefits checking out the minimum
safety constructions are still functioning well.

We are a manufacturer of Laboratory Equipment.  We evaluate our products to
UL 3101-1, CSA 1010.0 and EN 61010.  When we repair a product in the field,
which may include replacing power supplies, line filters, etc., what
obligations do we have to verify continuing compliance with the safety
specifications we originally evaluated our products against?  Do we need to
perform applicable safety testing following these repairs?

Traditionally, NRTL's are not concerned with the product once it leaves the
factory.  They do not require follow-up testing to be performed after
repairs are made in the field.  Since we self-certify to the LVD, should we
take a different approach to repairs in the field compared to the approach
NRTL's take?

Does your company have a specific process that is followed when repairs are
made in the field to verify continuing compliance?  If so, what is that
process?

My understanding is that the designating authority for GSM phones is the
Directorate General of Telecommunications (DGT).
The only one accredited laboratory for the interoperability testing for GSM
phones is the ChungHwa.

The Japanese laws about product safety will change from T-mark to PSE-mark,
effective from April 1st, 2001.

As for AC Adapters that already have T-Mark approval, there is a 5 year
period for which they can continue to be sold OR to the point when their
T-Mark license expires.  Power Cords and AC Adapters are Class A products
under the new scheme and as such the T-Mark will be replaced with the
following PSE logo.

It's my understanding that the mentioned item 21 Telecommunication Terminal
Equipment seems not applicable to the RS-232 Aysnch to Synch converter.  I
thought it's for products like telephone and Modem, etc.

For the mentioned product, generally we will consider about two kinds of
certification, safety and EMC. Since there is a little difference on
certification system between China and EU that EU-LVD specifies the voltage
ranges but China controls the categories, I would say that the RS-232 Aysnch
to Synch converter is not within the scope of the China CCIB regulated
categories.

For reference, ITE products vs CCIB related categories (conforms to GB 4943)
are:
1. Personal computer
2. Visual display unit
3. Switching power supply
4. Printer
5. Telecommunication terminal equipment

* Personal computer was compulsive to be China CCIB Safety certified from
1-Oct-1996.
* TTE equipment was compulsive to be China CCIB Safety certified from
1-Oct-1997.

Starting from January 1, 2000, EMC Requirements (conforms to GB 9354) came
into force for the following six kinds of import products:
1. Personal computer
2. Visual display unit
3. Switching power supply
4. Printer
5. Television set
6. Audio equipment

 I have a situation where we are selling equipment into China. My concern
 is
 that we don't have any compliance information on the labels of the
 equipment. We do our own in house testing for EMC (FCC Part 15 and CE),
 however our Safety is done at an outside lab. This device, however isn't
 tested by an outside lab for Safety. The device is a RS-232 Aysnch to
 Synch
 converter. The device gets power from the RS-232 interface, thereby
 eliminating the need for a power supply. The customer has not asked any
 questions and doesn't seem to be concerned with the lack of compliance
 labeling. In a situation like this, isn't there any product monitoring
 that
 is in place in China? If we were selling it into the EU, the 'CE' Mark
 would
 be applied. Any comments would be appreciated.
