definition of type certification

Forgive me if this is a naive question (given my background of compliance to 
MIL-STDs), but I keep hearing references to type certification which seems to 
be relative to generic
FCC, ACA, etc. type compliance testing of comm devices.  I am more familiar 
with references to specific FCC Part 15 or other ... are these references 
synonymous?

Is the only way to obtain a copy of the Australian standard AS4295 to buy it
from the ACA?  Could anyone provide me with a synopsis of the requirement
for radio receiver sensitivity of -113dBm for a SINAD of 12dB?

232 vs. 422 for CM rejection and noise immunity

I am in need of some outside advice regarding 232 and 422 interfaces.  Could 
someone please confirm which interface supports  a difference of 50' between 
devices that could have
greater than 100 volts potential difference between the grounds?

separation to meet 2000 VDC hipot

I recall many messages regarding trace separation, etc. to meet certain
voltage isolation requirements; however, none of those specs are applicable
to my products.  Is there a general guideline for separating traces to meet
isolation requirements and survive a 2000 VDC (input to chassis) hi-pot
requirement?

I have heard that using 25 mil separation is a rule of thumb ... accurate?

Does anyone have info on IEC 571-1/90?  Our customer is refering to this
document as the EMI transient specification most applicable to our railway
program.  I'd like to learn more as to why it is applicable and also how
this spec compares to the one to which we've already tested (IEC 801-5).

Form 731, where the application can electronically be completed and also a
way to file the application electronically?  I found the form on the FCC's
web site, but it apparently allows a copy but no data to be entered.
