John,

A few years ago, the European Commission has determined that there is no
need for technical requirements against which to assess wired
telecommunication products. Further work on the technical basis for
regulation (TBRs) has been suspended and many CTRs (CTR 21 included) have
been removed from the list of harmonized standards under the RTTE
Directive. The only requirements deemed essential for wired
telecommunication apparatus are the safety and EMC requirements.

Having been out of the telecom arena for a few years, I am seeking some
clarification on
the RTTE Directive as it relates to a single-line, simple, analog POTS
unit.
With regard to specific testing of the telephone interface, the way I am
reading the
directive and associated guidance documents on Europa.EU
 http://europa.eu.int/comm/enterprise/rtte/gener.htm
it appears that it is not required to test the interface itself to
'telecom specs' such as those in the CTR21.
Testing to those specs is recommended only to ensure that the
product works properly when connected to the PSTN and it doesn't
harm the network.

Am I misunderstanding this?

Here is my interpretation: since the requirements of the EMC Directive are
integral part of the essential requirements under the RTTE Directive, a
single declaration to the RTTE Directive should be sufficient. But if the
scope of the RTTE Directive regarding your product is not completely clear
or you feel that your product may be regarded as failing under either
directive, depending on its various application, you may choose to declare
conformity under both directives (dual declaration).

Hello,

I just had an interesting conversation with the head of a approvals
authority for a country in Europe for our type of products. The discussion
centred around DoCs for the RTTE directive. His claim was since I had a
product that has a RTTE element to it then I just make a declaration to
the
RTTE directive and not to the EMC directive. To support his claim he
refers
to Article 3.1(b) of the RTTE directive which states 1.The following
essential requirements are applicable to all apparatus  and part (b) the
protection requirements with respect to electromagnetic compatibility
contained in Directive 89/336/EEC. His interpretation is, then, that any
standard published in the OJ for the EMC standard is (by this clause) also
valid for the RTTE directive and one should make their declaration
accordingly.

My interpretation of this statement is slightly different. I believe that I
cannot make an RTTE directive DoC using EMC published standards. I felt
that the intention of this clause meant that just because you are declaring
to the RTTE directive you are in no way relieved of the obligations of the
EMC directive. Accordingly we produce a EMC declaration and a RTTE
declaration. The EMC declaration uses standards published in the EMC OJ to
show compliance and the RTTE directive DoC is to the standards published
in
the OJ for that directive.

In the end I suppose this is all semantics as you end up doing the same
test
suite regardless but
What are the feeling of this group. Do you agree with either position? Do
you have another interpretation?

The mains voltage in Japan is 100V +/- 10%. Half of Japan is supplied from
a 50Hz system and another half is supplied from a 60Hz system.

 EN55024 came into effect on July 1, 2001, and superceded EN50082-1. If a
product was legally being sold in the EU, before that date, and was
compliant to EN50082-1, does the product need to be re-tested to EN55024 to
be sold after that date,

YES, to EN55024.

 if there are no changes to that product, i.e. is a declaration to
EN50082-1 still legal?

Only for products sold before July 2001. For products sold after this date
you have to issue a new declaration (to EN55024).

Reading the standard, I understand that the cloth used on the front of the
loudspeaker (external to fire enclosure) has to be tested according the
tablet test (see Table 13).
Do you know this test ?

Guidelines on the application of Directive 89/336/EEC contains the
following information: According to the agreement related to the European
Economic Area (EEA) (Council and Commission Decision 94/1/EC of 13 December
1993 (OJEC n° L 1 of 3 January 1994, p. 1)) the territories of
Liechtenstein, Iceland and Norway have to be considered, for the
implementation of Directive 89/336/EEC, as part of the Community territory.
The Community territory is therefore composed of 18 States for the purposes
of this Directive. When this term, Community territory, is used in this
guide, it is meant the EEA territory..

Industry Canada (different issue, not related to the original question

characteristic (F or T), the rated current (mA or A), and the rated voltage

needs a marking for a FAST blow fuse. Is there a reference out there that
shows the letter designations for the various blow open speeds? I looked in
the IEC 417 and in UL1950 3rd edition to no avail. The search goes on.

 Under the latest Part 68 Rules, I believe you no longer submit an
application to
the FCC for Part 68 registration.

As far as I know, the latest FCC Part 68 Rule gives manufacturers the
CHOICE to choose a designated TCB or the FCC to have its products approved.

Hello group

Having only ever dealt with Class II double insulated products, we are
going
to produce a Class I earthed product.  We have an M4 stud in the baseplate
and I have to spec the method of connecting the stud to the IEC mains inlet
to provide chassis bonding to earth.

I was going to suggest the following stack of parts:

M4 crinkle washer, M4 solder terminal, M4 crinkle washer, M4 Nyloc nut.

Does anyone think that this might prove unsuitable?

Tania,

If the factory location means NRTL inspected factory location, the
answer to your question would be: YES. For example: CSA requires their logo
to be affixed at the source (where final production-line safety tests are
conducted). As far as I know, INTERTEK and TUV have similar requirements.

Does anyone know whether NRTLs, other than UL, have the requirement that
their labels must only be applied at the factory location?   And if so, is
this an urban legend, or is this actually specified somewhere in writing?

I know and respect UL's position but I was wondering whether other NRTLs in
this country have the same requirement.   Any replies or experience you
might have had are welcome!

be connected to the analog PSTN?
