I do not understand source without distortion. Is this in reference to
conducted emissions (i.e., 61000-3-2), or conducted immunity?

In any case, I am not aware of any typical specification for crest factor,
and am not certain that this metric is applicable to modern component power
supplies. 

Surges and transients, as specified by the GR-CORE, IEC61000-4-x, and other
standards define mains input immunity requirements. Quote a standard/clause
that must be met in order to survive the intended end-use; do not require the
supplier to nail jelly to a tree...
