I don't see the 60825 series called up for CE Marking independently of 
the LVD. In any case, the requirements for LEDs have been much reduced. 
The standard to look at is IEC/EN 60825-12.

Does CE apply to infrared emitter probes?  The probe is designed adhere
directly over the sensor window of TV providing a 1-way IR control interface
to the TV.
