Hi Scott,
If you look at the Recast WEEE directive 2012/19/EU annex IX, you will 
see that the crossed-out wheeled bin symbol does not have a black bar 
below the symbol.

Note:  If you look at the WEEE directive in a PDF provided by Europa, 
you will see that they put a small thin horizontal line at the end of 
the main directive and at the end of each annex.   For annex IX, the 
crossed-out wheeled bin symbol is at the end of the annex, but the 
symbol uses bold lines.  The later small thin horizontal line marking 
the end of the annex should not be confused as being a part of the 
crossed-out wheeled bin symbol.

Am confused over this. Cannot determine if thin line is a PDF 'artifact', or if

Each Annex is terminated by a short horizontal line. The 
thin line is meant to be there, but it is not part of the 
symbol.

The bar underneath the wheeled bin is still required - it is used to indicate 
that the product was placed on the market after 13 August 2005.

WEEE recast Directive 2012/19/EU Article 14 'Information for users' clause 4 
states, in part:

4. With  a  view  to  minimising  the  disposal  of  WEEE  as unsorted 
municipal waste and to facilitating its separate collection,  Member  States  
shall ensure  that  producers  appropriately mark - preferably in accordance 
with the European standard EN 50419 (1) - EEE placed on the market with the 
symbol shown in Annex IX. In exceptional cases, where this is necessary because 
of the size or the function of the product, the symbol shall be printed on the 
packaging, on the instructions for use and on the warranty of the EEE.

In addition, Directive 2012/19/EU Article 15 'Information for treatment 
facilities' clause 2 states:

2. In order to enable the date upon which the EEE was placed on the market to 
be determined unequivocally, Member States shall ensure that a mark on the EEE 
specifies that the latter was placed on the market after 13 August 2005. 
Preferably, the European Standard EN 50419 shall be applied for this purpose.

EN 50419:2005 states:

4.2 Design of the marking

The additional marking referred to in 4.1 b) 2) shall consist of a solid bar, 
the height of which equals h and the width of which equals 1,2 a. The height 
(h) of the bar shall be the greater of 0,3 a or 1 mm. The bar shall only be 
used in conjunction with the crossed-out wheeled bin. The bar  shall not 
contain any text or any kind of additional information. The dimensional 
relationship shown in Figure 1 shall be maintained.

Thanks for your good advice on BD.

I just learnt from ITS that the crossed-out wheeled bin symbol is no longer 
required to have a bar at the bottom like the one in BD in the latest directive 
and the EN 50419 is in the process to be amended.  I did not find any revision 
in the latest WEEE.  Have you heard anything about it?
