Assuming original approval is to UL1950 you might try adding an NRTL, then
after a period of time drop the original NRTL.  This way you take advantage
of any agreements between the NRTLs. Typical costs for adding another NRTL
using shared data are 60% of the cost of the original investigation.  You
may need to send a sample or photographs of the sample.

If the original report is not in CB format, or if it is to an early version
of 1950, the costs for review are higher.  As was pointed out in other
remarks, if the original NRTL is aware of the sharing up front they will
format the data so it is acceptable, and perform whatever additional tests
are needed.

Component traceability requirements vary among NRTL's; switching may
introduce sourcing restrictions.

If the product is part of a larger system, mixing and matching NRTL's may
void system-level approval.  At least one NRTL disclaims approval if units
with its logo are connected to equipment approved by another NRTL.

Although there exist private agreements among some NRTLs (such as UL and
CSA) for the sharing of files and reports, typically they exist(ed)
outside of the NRTL program. In my experience (as a Manufacturer's Agent),
I have arranged for UL and CSA, under the terms of their long-existant
MOUs, to share data. BUT,this must be arranged at the onset of the test
program, not afterwards. 

I'd be very surprised if any NRTL (or other Agencies) would accept the
Listings (or reports  test data) carte blanche, of another. Two rays of
hope -- the CB Scheme which provides for the official acceptance of test
data, and also the CB-FCS (Full Certification Scheme) which is now
beginning to take hold. 

This is not to say that some NRTL will do exactly as you seek - and, I
guess only they can respond on their own behalf (and practices).

Chris,

There may be some hungry NRTLs or some that have existing cooperative
agreements with another NRTL, but would you take complete responsibility and
liability to sell a product under your name that another company designed and
tested by taking their word that everything was OK with the product?

Hi Richard.  While I can only add little to what's 
been said already by others, you've actually asked 
two questions in one with regard to my personal 
experience. 

First: The NRTL house doing the testing. 

Yes.  Very important to some fomer customers. 
Especially those customers who are central 
office types.  Their contract specifically 
stated UL-1950, 3rd Edition approval.  I had 
that done, but by another house which does not 
carry the first two letters of that standard. 
When the Beta product was delivered with the 
appropriate label of the test house, it was 
instantly rejected.  The people I had to 
justify this to only understood that UL approved 
meant not only the UL standard but that UL did 
the testing, therefore the UL logo was expected. 
Very messy attempt to rectify the situation 
followed. 

Second: Switching NRTLs.  In an attempt to pacify 
the now irate customer, I looked into switching 
to UL.  Well, the answer was, no, we don't accept 
the results of the other house.  It's the same 
standard which requires the same testing. 

It gets messier when you're talking OEM.
