Yes ive noticed this issue as well. It's a problem in the way e17 is reading the .destop files in the desktop file thats in the debian dist (/usr/share) it only has the program name, which e17 then cannot locate the correct icon. the failure to set it manually via the GUI is due to the window manager not having write permission to the icon directory.
