Be sure you start it AFTER E.
Configure the shelf to be Below Everything.
Maybe you need compositing enabled, I did not checked without.
No other ideas, for me it just works.

I'm starting it from terminology to try it, so definitely after E
starts, and being on current git it is of course composited.
Tried both with shelf above and below all, but nothing change: it still
refuses to place itself over the shelf :(

Attached is the last stalonetrayrc that I can find, from about 5 years
ago when I was using it with e17. I think the configuration was for a
vertical tray instead of a horizontal tray. I don't use stalonetray
now.

How?
I tried every position, starting from bottom, starting from top and
setting a margin which should make it place itself over the shelf, set
the shelf below all, set tint2 on the top layer, but it is always placed
above the shelf :(

etc) seems to have dedicated modules in E anyway.

FWIW, for the last 5 years, my shop desktop has been based on FVWM with its
taskbar and pager. There's no systray and I've never felt I'm missing
anything.

Well, don't use tray icons it's not a good answer for who asks for a
tray replacement.
It's not funny suggest to change people's habits to fix a lack of
functionality (and if E-devs don't want to work on systray there's no
problem, 'cause all the DE have their feature and lack of others. It's a
matter of choiches).

In my system there's applications that stay on Tasks and application
that run in background (IM client, Mail client, Torrent Client, DropBox
Status, RSS feed reader, ...) that needs a simple status icon and they
doesn't fill the tasks space because task space, in my system, is the
space for application that they are running and I'm working on it
(browser, word processor, terminal, file browser).

If Conrad Hill-Knight needs a tray, suggesting to change the way he uses
his system it is not a good answer, in my opinion.

I've used stalonetray years ago before E devs develops system tray
module.

but need some kind of place to display an icon for interacting with
them? e.g. Skype, Pidgin, even Chrome displays notifications.

Yeah, wow, no! I installed that and twice in the past 12 hours or so
I've had E19 lock up hard! Not sure what's going on, but after waking
up my screen, all of my windows were located on one desktop, with no
borders. ps shows there's an Enlightenment alert box somewhere, but
I can't see it to click restart (if it is the usual something's
wrong! alert). My only option has been to completely kill
Enlightenment and log back in.

Any idea what may have caused this Really Bad Interaction? And am i
likely to see the same with any other systray replacement? I did
remember to unload E's systray module beforehand, so that's not it.
Going to cautiously try some of the other recommendations...

they live on another desktop. i leave them there. or another screen entirely.
if they want my attention they normally make use of things like the urgency
hint (so the window wobbles around). i dont' use pidgin but i do use xchat -
and it just stays open. i haven't use skype now for ages - when i did, i often
just left i on a dektop or iconified it.
