I don't see what this has to do with EVs.  

But that aside, I'd expect that the internal LED chips would all be wired in 
series or series-parallel to get closer to rectified mains voltage.  That 
minimizes the power supply circuitry required (and thus the cost).  Such a 
unit would most likely need more than 12v unless you did major surgery on 
it.

LED TL bulbs that I have seen have a high voltage series connection of LEDs.
Either ~24 LEDs in series for about 90VDC of supply and several series strings 
connected in parallel,
Or a single string and a high voltage inverter (special ballast) required.
You would need to cut and somehow connect to the traces on the LED PCB in 
shorter series in order to run directly off 12V.
Oh and of course arrange for current control, else you are likely to blow LEDs 
when you freshly charged your battery.

the 4 ft bulb, break open the end, find the right place to solder on the
wires and use a 12 volt battery, or some old cells like leaf, calb, or
lituium and do the right combination for voltage etc to power theses  or
get some kind of voltage controller to adjust. then just hang the bulb on
the ceiling or what ever. I know you can buy led strips on reels, etc but
thats messier.

keep it simple, save power, reuse old cells.
