If the user did not completely close out of ALL outlook windows, the server
doesn't know he deleted a thing.  I usually tell them reboot just to get
them off of my back for 5 ...

What is the Deleted Items Retention policy? If it's not Zero Days, then if
there are Deleted Items that could be recovered then this could be where the
MB is seeing used space. Worth a check.

I'm not sure that it will drive the message, since it is coming out of the
server's store automatically, but it may be wise to make sure that to OST is
not synched to a previously excessive size.

In Outlook, right click the mailbox folder (not inbox), click properties,
click Folder Size and you'll see how much mail (in K) is in each folder.
