Dear Jefferson County Voters:

Your vote for Jefferson County Board of Supervisors is consequential for the 
future of our county. There is a stark difference among the candidates. There 
are two seats to be filled. We urge you to vote for Susie Drish and Dee 
Sandquist.

One candidate, Nick Adam, is the owner of two 5,000-head hog CAFOs 
(Concentrated Animal Feeding Operations) in Batavia and Eldon. These CAFOs were 
built heedless of the expressed concerns of his neighbors, whose worst fears 
became reality after the CAFOs were built.

Seventy-five neighbors formed a group, “Save Batavia and Eldon,” to try to stop 
the CAFOs from being built, and they sued after the CAFOS were constructed when 
the confinements impacted their health and quality of life. Although the suit 
ended in a settlement, Iowa’s laws and regulations favor CAFO owners over their 
neighbors, so those neighbors continue to suffer the consequences of living 
near Adam’s CAFOs.

Adam is currently building another 5,000 head CAFO in Wapello County.

The effects of CAFOs on their neighbors are real. As Dr. James Merchant, 
Professor Emeritus of Public Health and Medicine and Founding Dean of the 
College of Public Health at the University of Iowa put it: 

“CAFO neighbors suffer increased childhood asthma and adult asthma, bronchitis, 
airway obstruction, nasal and eye irritation...(and) also suffer 
odor-associated increases in stress, tension, depression, and confusion, and 
decreases in measures of quality of life and well-being.”

Why is this important? County Boards of Supervisors can have some input into 
whether or not hog CAFOs can be built in the county. They can assume the 
authority to score Master Matrix evaluations of the suitability of a site for 
CAFO construction, and they can appeal a large (2500 hogs+) construction permit 
approved by the Iowa Department of Natural Resources. We need supervisors who 
can make these decisions objectively and are willing to listen to the concerns 
of local citizens.

For the November 3 election, you will have the opportunity to vote for two 
people to fill two positions on the Jefferson County Board of Supervisors. We 
urge you to vote for Susie Drish (a Democrat) and Dee Sandquist (a Republican) 
to fill those seats.

Susie Drish is a life-long resident of Jefferson County, a graduate of 
Fairfield High School and Iowa State University and currently is a Jefferson 
County farmer using sustainable farming practices. She has worked at the ISU 
Diagnostic Veterinarian Lab, and for 39 years she worked as an Employment and 
Training Specialist through Indian Hills Community College. 

In that position, Drish provided resume, application, and interview-skills 
development as part of the job training program for at-risk kids, low-income 
workers, offenders, unemployed, and dislocated workers to improve their 
employment opportunities.

She also interacted with community employers and school systems in the counties 
she served to match students’ newly acquired skills with employers’ needs. She 
managed large budgets for the training program. Drish is currently on the 
Jefferson County Extension Board and the Jefferson County Mutual Insurance 
Agency board.

Dee Sandquist grew up in Jefferson County on a family farm and, with her 
husband, currently owns and operates a farm that employs conservation practices 
to protect soil and water health. They raise hogs humanely, using the 
sustainable (non-CAFO) Niman Ranch system. She has a master’s degree in 
management and has career experience in managing people and services in 
healthcare systems. 

Dee has capably served one term as a Jefferson County Supervisor, demonstrating 
a capacity to work with the full range of Jefferson County residents, a truly 
valuable quality for a County Supervisor.

We endorse Susie Drish and Dee Sanquist for Jefferson County Supervisors and 
urge you to vote for both of them on—or before—November 3..

Jefferson County Supervisors Pass Large Hog Confinement Master Matrix without a 
Public Hearing

CAFO Will Be the Largest Factory Farm in the County – ACTION STEPS BELOW!
 
On Monday afternoon, August 13, the Jefferson County Supervisors held a Master 
Matrix scoring session for a large new proposed factory farm. With 7497 
finishing hogs, the Daniels Site is the largest ever proposed for Jefferson 
County. It will be located approximately 2.5 miles west of the city of Pleasant 
Plain in Penn Township. 

JFAN attended the scoring session along with approximately 15-20 other 
Jefferson County residents.
 
According to its manure management plan, the CAFO will generate over 2.3 
million gallons of manure to be applied on fields in the Lake Darling 
watershed. Several of the fields are already in two or three other CAFO manure

The CAFO owner is Bill Huber, proprietor of Huber Slats* and we understand a 
partner in AgraWay Partners, a grain company based in Wayland. In 2014, AgraWay 
Partners expanded into hog production with a plan to build 40 factory farms in 
southeast Iowa. According to the Daniels Site construction permit application, 
Huber has an ownership interest in 21 other confinements in Des Moines, Henry, 
Washington, and Keokuk Counties.
 
The Daniels Site will be Huber/AgraWay Partner’s first in Jefferson County. 
 
Jefferson County CAFO owners are typically local farmers who have contracts 
with corporations such as TriOak, Eichelbergers, and JBS. These corporations 
own the hogs and provide the feed, veterinary care, and detailed instructions 
on how to raise hogs to the contract growers.
 
Huber is not a local contract grower. The ownership of the Daniels Site is more 
akin to a small scale Smithfield with a history of expansion and is deeply 
concerning. 
 
Public Hearing Debate at Monday's Supervisor Meeting
 
Last Monday, August 6, the supervisors scheduled the Master Matrix scoring 
session but not the public hearing during their weekly meeting. The August 13 
agenda also did not include an agenda item for a scheduling public hearing date.
 
Supervisor Lee Dimmitt questioned the need for a public hearing, stating the 
Master Matrix scoring process was straight forward and there wasn’t much new 
that anyone could say on the CAFO issue. JFAN countered that the supervisors 
previously used the public hearing to listen to constituent comments and then 
finalize the scoring at that time.
 
JFAN Contests 70 Points During Master Matrix Scoring Session  

The Daniels Site scored itself at 505 points. Huber attended the session as did 
Master Matrix preparer Rachel Rinner, owner of Knee Deep Solutions. 
Approximately 15-20 people attended the scoring session, including about a 
dozen JFAN supporters.

JFAN provided strong arguments on each of the questions, and the supervisors 
gave a fair amount of consideration to each of the points Rosenberg raised.  
Dr. John Ikerd pointed out that the Master Matrix was the one available tool to 
supervisors and that the highest standards should be accorded its review. 

Francis Thicke, co-owner of Radiance Dairy, drew from his experience on the 
Environmental Protection Commission echoing Dr. Ikerd’s statement and also 
supported the arguments Rosenberg made. 

Local organic farmer Jocelyn Engman, whose farm is located less than two miles 
northeast of the proposed confinement, gave a moving account of her concerns 
about being harmed by the odors from this enormous confinement. Huber told 
Engman that she wouldn’t smell the CAFO except for when manure was applied. 
Rosenberg then pointed out that Huber was involved in a lawsuit over his Des 
Moines County CAFOs because of the horrific smell and health problems neighbors 
are experiencing. 

No one spoke in favor of the confinement except for Huber and Rinner.

Rosenberg urged the supervisors to not approve any points they felt 
questionable because the DNR would review a failed application and make the 
final decision but they wouldn't review a passed one. Supervisor Dimmitt gave 
many of JFAN's points a closer look. Supervisor Sandquist acknowledged the 
Master Matrix was flawed yet felt there wasn't precedence for using higher

Before the state's Supreme Court ruling legalizing same-sex marriages took 
effect this morning, interested residents packed a meeting room in the 
Jefferson County Courthouse to hear what the local board of supervisors had to 
say about the issue.

Following a brief discussion, the supervisors unanimously passed a resolution 
calling on the Iowa Legislature to pass legislation providing for a public vote 
to amend the Iowa Constitution or to pass legislation conforming Iowa Code to 
the Supreme Court's ruling.

"I think the Legislature and the governor have really not done their job. We 
now have conflicting Supreme Court opinion and law, and I personally I would 
like to see the Legislature address the issue," supervisor Steve Burgmeier said.

The resolution he drafted Friday was reviewed and amended by the county 
attorney and assistant county attorney.

"It may not do what I want it to do, but it does what the county attorney says 
I can have it do, and that's important," Burgmeier said.

Assistant county attorney Pat McAvan said the board has the ability to lobby 
the Legislature for action, and it's not uncommon for the board to do so.

"You're certainly allowed to do this. What you're not allowed to do is make 
legislation on this issue," he said.

Supervisor Dick Reed said certain issues should take into account the voices of 
everyone concerned and he supports a public vote on the issue of same-sex 
marriage.

"My concern is that the Legislature in this state and the governor in this 
state have taken a position where they've stated that because the court has 
issued an opinion, that somehow or another that has become the law of the land. 
I'm sorry, but I don't accept that premise," supervisor Lee Dimmitt said.

• Jefferson County Supervisors this morning unanimously passed a resolution 
this morning asking lawmakers to take action against same-sex marriage.

"We expect the Iowa legislature to resolve the issue," said Stephen Burgmeier, 
chairman of the three-member, all-Republican board. "We hope it either leads to 
a public vote or to a constitutional amendment."

About 40 people attended the 7:30 a.m. meeting, a meeting that typically 
attracts three or four people, Burgmeier said. Almost all at the meeting were 
against same-sex marriage, he said. A group of residents also brought a 
petition that asks County Recorder Charlotte Fleig to deny the licenses.

Fleig acknowledged that she was aware of the petition but hadn't received it as 
of 9 a.m. this morning. She said she will issue the licenses but, as of 9 a.m., 
no same-sex couples had requested a license although there was at least one 
same-sex couple who called to inquire about the process.

treated "townies" like shit whenever there was a conflict and this is what

William Richards and Earl Shepard are the candidates for Jefferson
County Supervisor on the Democrat ticket. These men are associated with MUM and
the meditating movement.  They will not represent you and your tax
dollars with regard to county business. 

During
the past year the meditating community has attempted to give tax breaks to
organic farmers, stop livestock production and use eminent domain to take farm
land.They have demolished historical landmarks on the Parsons College campus
because of the building design. If they controlled the county dollars would
they demolish our hundred year old courthouse?   

















The meditating
community is mounting a well organized effort to put their candidates in power.
It is very important for us to take action and vote. Also….. spread the word to
