It's probably not a UFO but God, here to smite Curtis for having traded his soul for a guitar. The fact that God has been thus visible hanging in the air over Lake Erie for two hours straight nine nights in a row is that He is not very bright, and hasn't figured out that Lake Erie is nowhere near Washington, D.C., where Curtis lives.
