Hi Barbara,

The chord symbol in the music is correct Bb7b9  (absolutely normal), not Bb7b4. 
 The Cb is the b9, and the E natural is an appoggiatura - lower neighbor.  It 
doesn’t need to be accommodated in the chord symbol, but if you wanted to 
include it (unnecessarily fussy, even for my detail oriented mind), I’d write 
Bb7b9#11or Bb7b9#4.

Hi Jim,

#4 or #11 is the standard way of writing this harmony. In jazz, 7(#11) chords 
often include a natural fifth, so "b5" is not accurate.

I’m in agreement with Darcy and Craig.  Bb7b4 is neither conventional nor does 
it seem to be a useful symbol.  Perhaps you could give is a description of the 
notes in the chord and some of the musical context, and we might be able to 
help find a symbol that would express your needs efficiently.

"Bb7b4" is not a standard chord symbol. A "flatted fourth" would be identical 
to a major third, which is already in the chord. 

Did you mean "Bb7#4"? If so, that would more typically be written with the 
alteration bracketed by parentheses: "Bb7(#4)".
