I'm having the same problems now, but only with 26,624 frames.
Were you able to figure out a solution?

no, you should really have 32,767.  but when i first get near it i 
was copying chunks of 12 instruments.  i think there is a buffer of 
some sort at work.  like if 20 frames remain and you try to copy 15, 
some measures will not be copied over.  when doing them one at a time 
it seems i can go right to the max.

i did notice strange counts a few times that seemed to have corrected 
themselves once i quit and restarted.  i don't see why it would do 
this, but maybe there is some sort of cache that gets cleaned out 
when you restart finale, or run data check (which you must have done 
to find the number).

unfortunately the only solution is to split the file (i'm doing it as 
late in the project as possible so all expressions / smart shapes / 
etc. i need are in the doc and linked parts have been set up).  and 
file a complaint.

I got the frame number from File Statistics in the Score Manager. The frame
number in Data Check is 32,767... Why the difference I wonder?

ah yeah that is strange.  i get a massive discrepancy as well.  in 
any case, the data check is much faster and has been accurate so i 
would take this as the real count.  i get:

data check:
frames 32730

file stats:
active frames 31057
non-whole rest active frames 30957

however in new file (template) i have 4 measures (empty) and the data 
check says 4 frames, file stats says 0.  i thought maybe each measure 
takes up one frame empty and then another for each layer that is 
filled in that measure.  but no, the big doc i am on has 913 
measures, so the math doesn't work out...

dunno... but look on the bright side, your piece / project is now 
finished because you ran out of frames :-)

seriously though, do you have any bits where material is exactly the 
same across several instruments?  i erased all but the top voice in 
many such chunks and put a 72pt note to remind me to copy down later. 
not a solution but will let you keep working in the main doc before 
splitting it.

Yes. I've had this happen before. It was a corrupt preference file. Most common 
problem in FIN12.

all of a sudden notes are not being copied, but all other things i
had set in the filter (smart shapes, expreissions) are copied
correctly. i have quit and rebooted and also set the filter to none
and then to only copy the notes. still nothing. the mass paste
appears in the undo list nonetheless...

very scary, anyone have anything like this happen before?

here as well.  but when you had this problem was it with a large file?

i don't encounter this problem when opening a new default file 
though, so i doubt it is a corrput prefs file...

Yes. I've had this happen before. It was a corrupt preference file. 
Most common problem in FIN12.

Jari's info might be the correct answer in your case but I have had the same 
problems due to corrupt pref. file many times only in 2012. The deleting speedy 
notes is a big sign that it is a corrupt pref file. The size of the file is not 
a factor in these cases. I've had it happen to an empty default file all the 
way up to large orchestral files. When the corrupt pref file happens it doesn't 
show the same problem every time you open a file. One time it might be deleting 
speedy notes, another time it might not hold program options, another it might 
not copy all of the notes, and another (just happened last week) it might not 
copy lyrics correctly. This makes it hard to let MM know where the problem lies 
since we have nothing to point to for them to fix. It's just a global 
preference corruption issue that will be difficult to fix. This is similar to 
the virtual stuck key issue...everyone seems to have a different key that 
sticks and no one knows what triggers it.

That's pretty typical with this issue. It may react differently to different 
files in the same session. If you have the speedy notes disappear in a file, 
then you open the default file and see that it doesn't happen, then go back to 
the original file you will see the speedy issue again, but just in this file. 
This is very common with this bug. The problem that you are encountering may 
not happen with every file you have opened in a session. This is why it's easy 
to blame the file but as you dig deeper into this problem you will find that 
the pref. file has been corrupt. I've let MM know about this but not sure there 
is anything they can do about it. Even a restart of the program or your machine 
will not fix the issue which is another sign that it's a pref issue. You have 
to throw away the pref file. Once you throw that away the problem disappears. I 
have been troubleshooting this issue for some time now and that is the only 
consistent fix that I've found.

160 pages, 88 staves. yeah...

last figures from the deleted items stats upon launching the file 
(after the problem already existed) showed 32767 frames, the frame 
assignments shows as a negative value (-31516), is that normal?

this is a serious pain if that is really the case, i don't have so 
many measures left to enter, am mostly proofing now.  i have another 
7 pages in the middle i skipped, that should only be another 2000 
frames if all instruments were playing all the time, which isn't the 
case.

is a mirror considered a frame?  i could regain many hundreds of 
frames by redoing mirrors i have already converted...

There's exactly where the upper limit of the current 16-bit Finale 
document design! Sometimes, delete items can retrieve some unused 
frames, but apparently not in your case.

Earlier, this wasn't an issue because computers were too slow to handle 
large document, but during the last year or so I've seem many reports on 
this.
