Speaking as a non-lawyer, but long time NIST employee, as the logo was 
developed by the USG it’s not copyrighted. We’d certainly appreciate 
attribution, but you’re free to use the logo as you please. This is all largely 
reflected in the terms of use that Daniel linked to

the logo. The software is developed by the National Institute of
Standards and Technology (NIST) and, thus, has a NIST license. The
license is extremely permissive and the logo is in the repository with

I would argue that you have to consider why you want to use the logo.  Why not 
just reference
the website?  The name/website is sufficient to direct people to the location 
where they will
indeed, see the logo.
