If a table footer happens to overflow the page in the first
unbreakable area, i.e. no visible content from the footer on
that page, the layout of a few rows has to be undone in order
to put the footer in the page. I don't think this is implemented
in HEAD, the maintenance code gets this almost right. That's
what I meant with not yet *properly* implemented

It's a bug related to retrying layout of certain content, usually
related to keeps, table footers or perhaps spanning blocks or
footnotes in a multi-column layout.
Unfortunately, standard stylesheets like the DocBook XSLT tend
to generate a lot of IDs (and other stuff) which are likely to be
unnecessary in your particular situation but keep triggering the
infamous duplicate ID bug. You might try adaptive post-hoc filtering,
or track down the source of this particular ID and check whether
you can patch the style sheet in order to avoid generating it.

You could try the binary distribution from
 http://www.apache.org/dyn/closer.cgi/xml/fop/
What exactly are the problems you experience with the jpackage.org
toolsstuff? Did you discuss them with the jpackage.org staff? Has
this something to do with the JDK/JRE installation? Are you actually
trying to build FOP from source with the jpackage.org tools?
If you get the FOP source from CVS, be aware that the CVS HEAD is
currently in development and still lacks important features. You'll
probably be better off using the 0.20.5 source distribution.

Using the jpackage.org tools, I'm trying to compile the CVS version
of FOP.  Even if it's in a partial state, I'm wondering if it will
succeed in generating a PDF build of a DocBook XML file.  The current
tool generates the error:
