Change bars support in FOP?

Hi,
Are there any plans to implement change bars in FOP?
I found the bug in JIRA that claims to implement that:

It is in NEEDSINFO state for almost a year now, even though the author has 
updated the patch and (presumably) addressed the review feedback on the 
previous version of the patch (which is why it was switched to NEEDSINFO, as 
far as I understand).
Is this patch going to be integrated?
