Nope. IIRC, the CLI interface for tickets was added after the web UI for
them, but...

That's a feature, not a bug ;). We prefer that people post their questions
here on the mailing list first, and we file a ticket as a last resort.
Experience shows that the vast majority of "bugs" are misunderstandings
(often expectations which differ based on prior experience with other
systems) or usage errors.

Somebody implied that Fossil bug tracking requires the CLI.

I don't think that's true, but when I go to http://fossil-scm.org and click
on tracker, there is no way to enter a bug, even if I log in as anonymous.
I haven't actually used the bug-tracker yet, so I don't know what I'm
missing.
