Thanks for all the answers. 

When I have time to explore I may look at the add-ons mentioned by several 
people. Until then, I'll have to live with editing the 0.353 mm edge out of the 
frames.

And Klaus is correct... If Adobe is listening, they should reveal this - and 
other - hard coded settings. Even better would to make the hard-coded settings 
user-definable so those of not gifted in scripting could simply set them up as 
desired.

To give due credit, the source code for ShrinkWrapAsIs (at least version 1.00) 
says it was created by Mike Hardy ... back in 2001.

ShrinkwrapAsIs was created by an anonymous contributor, and published by 
Carla Martinek at http://www.martinek.us/shrinkwrap.html (now 404); 
compatibility was tested to Frame v. 7.2. I have never used it myself. 
Here's the info text from the web page:

Shrinkwrap command, it changes the anchor of the graphic from whatever 
it was to "At Insertion Point."
A smart Frame user wrote a small FDK plugin that preserves the settings 
for an anchored frame when shrink wrapping.
I am making the ShrinkwrapAsIs dll available as a download for everyone 
who requested it, with the following caveats:
*  No compatibility or suitability or functionality is 
guaranteed with any version of Frame on any platform. While this DLL was 
written for FM 6.0, various users have tested with 7.0, 7.1, & 7.2 
successfully. Your success may vary. I just know it works on my machine, 
and has worked in both FM6 and FM7.1, on Win2K and WinXP
*  Ensure the document you are testing has been saved at least 
once (not a new document); otherwise it may not work
*  I have noticed on my machine that I sometimes get a ghost 
image of the graphic being anchored. A screen refresh (Ctrl-L or 
PgUp/Dn) will take care of this.
*  The author of this DLL (who prefers to remain anonymous 
because he doesn't want people emailing him for support issues) has 
authorized this file to be posted for download. You may freely 
distribute this file or URL to other FrameMaker users.

My WS Utilities plugin provides a customizable shrinkwrap command that
replaces the native function. You can set whatever margins you want,
including zero. The plugin also does a bunch of other stuff. The full
plugin functionalilty is not free, but the shrinkwrap command is.

The only related thing that I remember was a plug-in called ShrinkWrapAsIs, 
which retained the position property while performing the shrink-wrap 
operation. The "stock" shrink-wrap command was designed to package mathematical 
equations as in-line graphics, so it automatically sets the position property 
to in-line; that's fine for equations, but is often not what you want when 
handling graphic objects as anchored figures.

from the top left corner of the anchored frame to zero (in object 
properties), so that it butts against that corner, but you have to 
manually drag the diagonal corner to remove the other extra space.
