Rick, I purchased a Magnavox VCR to DVD recorder a couple months ago. Even though I have not used it for that purpose, the manual "claims" that a menu can be created. I also have a video editing package from Roxio that allows me to do some pretty cool editing and menu creation. Nero is ok for this kind of thing on Windows and there are whole bunch listed here, but I have used Canopus and Pinnacle successfully. Yes. Once you import your VHS tapes as files, your DVD editing/burning software should allow you to make your own DVD menu.
