North Korea and Cuba are both on the US list of terrorist nations. I travel to 
Cuba once a year and I cannot transact any financial business with Cuba 
directly. This means air bnb, banks, film festivals and hotels. These 
transactions are strictly forbidden by PayPal. I have had my account suspended 
once by Paypal for attempting to raise funds to travel to Cuba. These financial 
transactions are carefully monitored by financial institutions here in the 
States.

What constitutes sufficient authorization for _copyright_ purposes is probably 
up to the parties in the arrangement. I.e. if you wanted to use 5 seconds of 
one of MY old films, I’d happily just send you permission via email. Rather 
than a simple text email, though, I'd create a .pdf of a letter with a 
signature a letter with a  pdfnd send that. The matter of “doing businees with 
North Korea” is an entirely different matter, and I have no clue what would be 
sufficient authorization for that.

This sounds /very /dubious and highly unlikely. How can you be sure "it" 
is North Korean TV? Also, there are probably sanctions laws on doing 
business with North Korea. You don't want to wind up in Gitmo, right?


If it's a scam, please let us all know. Hint: if they want you to pay 
some kind of fee first, it is a scam.

There¹s another issue, which is whether you can legally do business with
them, which means you might not be able to receive money from them.
But heck, ask for $100/sec, 30 sec minimum, or no minimum.
And ask to see the script translated for context, to make sure it is
factual.  :-)
Of course, they could have just used it, and it would have been unlikely
that you would have ever learned that it aired. So I sorta want to give them
the benefit of the doubt for even contacting you.
