Some errors I saw for ioctls on a fresh drive were reported in:
[EMAIL PROTECTED]

It may be the same problem you are seeing.  I didn't get any responses to

I had similar issues when I tried to install pc98 onto a semi-virgin
disk.  I thought it was pc98 releated...
