Some edits to the ruleset: - legend fixes - added 2 pre-Soviet Era leaders, incl. Catharine (there was no female leader yet and after all she was German herself) - some edits in leader titles: Prince is reserved for despotism, so I removed it, replaced Mother Superior with Bishop (Volga Germans are predominantly protestant) - added some Mennonite colonies under cities and a svg flag I've had little free time recently, so I haven't been as active as I used to be. I will probably be able to commit a couple of nations this weekend.
