updated spec file; changes:

- split freeciv-tools in freeciv-manual and freeciv-modpack
- name space cleanup (dependency were named after non-existend packages)
- longer description (use freeciv header)

generated with correct commands.

For gdk-pixbuf versions prior to 2.22.0, correct would be:

This is a pretty cool idea for a nation.

Some edits to the ruleset:
- legend fixes
- added 2 pre-Soviet Era leaders, incl. Catharine (there was no female leader
yet and after all she was German herself)
- some edits in leader titles: Prince is reserved for despotism, so I removed
it, replaced Mother Superior with Bishop (Volga Germans are predominantly
protestant)
- added some Mennonite colonies under cities

and a svg flag


I've had little free time recently, so I haven't been as active as I used to
be. I will probably be able to commit a couple of nations this weekend.
