Follow-up Comment #2, bug #19670 (project freeciv):

If you play with the ruleset option tech_leakage = 1 (Techs are cheaper if
already discovered by other nations you have embassy with), then embassies
become very important.

Currently, every treaty where AI accepts an alliance, it is also accepted if
you request an embassy. I would suggest that AI does not give an embassy to an
ally unless they receive his own embassy (or he has already an embassy
established).

 Odd. It's there:

 I think error comes when testing build from distribution tarball, so
maybe gothic.ruleset is missing from Makefile.am and not installed to
tarball.

[Freeciv-Dev] [patch #2195] New Early Germanic nations

Follow-up Comment #12, patch #2195 (project freeciv):

cazfi spotted that gothic.ruleset was not included in the installation
(missing from nation/Makefile.am).
Attached patch fixes this, and also changes Moldavian to Moldovan per
comment #10.

I have my own ruleset in ~/.freeciv/my.serv and ~/.freeciv/my/
and is worked with 2.2.

A patch is attached which allows the server command 'random' (similar to
'normal' or 'experimental' or similar) which sets all the AI (or the specified
player) to have a random skill level between AI_LEVEL_NOVICE and
AI_LEVEL_CHEATING.

Here is freeciv-server with the patch in action:
