Follow-up Comment #2, bug #19670 (project freeciv): If you play with the ruleset option tech_leakage = 1 (Techs are cheaper if already discovered by other nations you have embassy with), then embassies become very important. Currently, every treaty where AI accepts an alliance, it is also accepted if you request an embassy.
