We should use AM_XGETTEXT_OPTION instead of modifying
Makevars:XGETTEXT_OPTIONS. The benefit is in that then we could more easily
just copy Makevars from new gettext upstream releases.

Needs to check minimum versions (which automake/gettext versions support
this), though.
