Follow-up Comment #3, bug #18043 (project freeciv): In a case it is a feature, AI actions should be improved. I took it as a bug since AI explorer was just standing there and workers did something for non-existent cities. Follow-up Comment #2, bug #18043 (project freeciv): This is not a bug and should be closed. A player or AI is not dead until all support-free units are dead. As long as the player is alive, the player can influence politics. A human player may give another human player a city, so that they can get back into the game a little bit. I created a small map with a number of nations, and managed to capture one nation cities prior to killing the units, which are given in the beginning, i.e., workers and an explorer. To my big surprise, they did not disappear, which is logical because they were not assigned to any city. Follow-up Comment #1, bug #18043 (project freeciv): It's a feature that game is not lost as long as you have cities *or* units.
