Follow-up Comment #3, bug #24910 (project freeciv):

Okay, assuming that I just researched one wanted tech *sanitation* after
getting another currently researched *explosives* from Darwin's Voyage. But
the third tech *electricity* wasn't authorized by me, and I prefer a manual
_"scientists do not know what to research next"_ step in this situation before
getting unwanted random techs. 

It's in line with my rules, the very first research must be masonry, all other
former init techs have this as root requirement (mostly for the AIs, they
really must build a palace, and need masonry for the job): *savepalace, FALSE,
TRUE* is the only locked option under these rules.

It's not. You get Explosives from Darwin's. At this point, bulbs are carried
over to the next research item, sanitation. Because it's cheap, the bulbs you
already have make it complete. Then Darwin's gives you the next tech, in this
case, since your tech goal is already fulfilled, is electricity.

Nothing you can do about, since avoiding electricy, you ran out of tech goals
to be set.

Follow-up Comment #1, bug #24910 (project freeciv):

That should be no different from any other means of getting what you have been
researching. If you have research goal suitable set, research should be set
towards it, otherwise random, and you can still change research yourself
without penalty as long as you do that at the same turn as you finished
previous research.

Details:

Epic fail obsoleting my own Great Library before its "best before" date with
an unscheduled electric shock (screenshot attached).

Apart from stupid-stupid-stupid it could also qualify as a bug: I already got
two free techs, why is a part of the remaining bulbs automatically spent for a
third something (the most expensive available thing) I didn't want at this
time?
